How to rotate a PDF page permanently
A rotated page is not a turned picture. It is a flag stored in the page's own data, and understanding that explains why the fix is lossless, why it sticks, and why the file gets smaller rather than larger.
Why the fix sticks everywhere
A PDF page carries a rotation value alongside its size and content. When a viewer or a printer opens the page, it reads that value and turns the page before showing or printing it. Rotating a page means changing that value — a few bytes — rather than re-drawing anything.
Three things follow from that. The change is lossless: no image is re-rendered and no text is re-flowed. It is respected by everything, because obeying the flag is part of reading a PDF at all — the preview on your screen, a phone, a print shop's RIP. And the file gets very slightly smaller, since only a number changed.
The page's physical size does not change either. A portrait A4 page stays A4; only its orientation on screen and on paper is updated. That matters most for printing, where a rotated page goes to the printer the way you see it.
The sideways scan, and the upside-down one
Two problems account for almost every rotation request. The first is the phone photo of a document: the page is portrait but its contents run sideways, because the photo was taken in landscape and never turned. The second is the duplex scanner that fed a stack in the wrong order, producing a file where every other page is upside down.
Both have the same answer. For the angled scan, rotate every page by 90 or 270 — try one, look at the result, and use the other if it went the wrong way; 270 undoes 90 exactly. For the alternating scan, list the pages that are wrong — 2,4,6,8 and so on — and turn just those by 180. On a long document that is far quicker than re-scanning.
What rotation does not fix
Page rotation turns the whole page, contents and all. So if the page itself is upright but a photograph placed on it is sideways — a picture dropped into a report the wrong way up — rotating the page will make the text around it sideways too. That is not a rotation problem; it is the image that needs turning, in an image editor, before it goes in.
That distinction is worth checking before you start, because it is the one case where the tool cannot help: the pages here are never re-drawn, so the images inside them keep the orientation they were stored with.
